Make sure the dns settings on the Exchange server where you are running exmerge are correct. Drill into the advanced settings and remove the deny's for the groups to which the user belongs "Rosewood"

Remove the denies on the store and then restore them? (Out of curiousity, why is the administrator by default locked out of user's mailboxes but can so easily remove said "locks"?)
