I went to the GPO computer configuration  windows settings security settings registry added the key and set the security settings/permissions on itusing the groups I have created in Active Directory. I have tried adding the power users group to all the main registry keys and editing the permissions to include those permissions, but it still happens. It focuses mostly on upgrading to Windows 10.
