Update: I thought putting the /boot partition on the same drive as the MBR might help, so I added sda2, set the boot flag, and reinstalled (which is probably overkill). Reboot from the original Windows Vista installation disk (or other Windows recovery disk) and select the option to repair the disk. The installer created /boot/grub/x86_64-efi modules but not the regular /boot/grub/i386-pc modules. If you're running GPT it will say (hd0,gpt1).
